The electricity supply industry exemplifies, arguably more than any other, the modern interaction of technical change, mass production, and rising living standards. In much of the twentieth century, electricity supply and related industries have accounted for more than a tenth of Britain's invested capital, and developments in this sector have been intimately related to Britain's overall economic performance. Dr. Hannah shows that contemporaries diagnosed the failings of the industry at an early stage but that only in 1926, with the establishment of a publicly owned Central Electricity Board to coordinate generation, were these failings overcome. This limited experiment in nationalisation was devised by a Conservative government and had that government's idiosyncratic stamp on it, but within a decade it was widely felt to be insufficient. Further proposals for reforming distribution were then urged on the industry, and the issues of how to manage complex technology and consumer service were widely debated in business and government circles, At the heart of this, as of earlier debates, were the issues of economies of scale and of the best form of ownership - of private or municipal enterprise. Finally, a wartime non-partisan consensus, embracing Conservative and Liberal as well as Labour opinion, emerged in favour of complete nationalisation. In 1948, Attlee's postwar government redeemed these intentions by bringing the six hundred private and municipal electricity undertakings into common national ownership.
