    I made a “or best offer” on 2 identical fishing rods. Seller accepted and payment was made. Seller shipped only one rod (w/o approval) and issued a refund which was less than half of my full payment. Seller should have covered half of the shipping cost because he/she was at fault for not having the inventory that was claimed Also the rod was shipped in a plain cheap cardboard box that is totally inadequate for a fragile item. Box was bent and damaged but somehow the rod appeared unharmed.
