Excerpt from Message of His Excellency Oliver Wolcott: To the Senate and House of Representatives of the State of Connecticut, at the Commencement of the Session of the General Assembly in New-Haven, May 1826 It cant be asserted, that this or any other system of punishment, will change the heart of convicts, and produce sincere repentance: but it will protect society, during the periods to which they are doom ed - it will deprive offenders of the power of transmitting new vices to their fellow criminals, and will at least afford them an opportunity for reflection, by inculcating habits of order, industry and temper ance. It is eminently a system of moral discipline, adapted to republican institutions. It is compatible with humanity, justice and ecomy, and resembles in degree, the bastiles and dungeons of despotic governments, or the gloomy cells of superstition, where men are fcc quently immured for their very virtues.
