Excerpt from Report on Organization and Administration of the Engineering and Janitorial Service of the Board of Education, City of Detroit: January, 1917 This report is a study of the organization and administration of the engineering and janitorial service of the Board of Education, and is t intended as an exhaustive report on the effectiveness of the service. Its purpose is to suggest lines of work which may be followed in order to bring about more efficient and ecomical results in the operation of the school buildings. It is realized that the faulty conditions. which have been found in the organization and administration of this branch of the service arc the results of cumulative shortcomings in management covering a long period of years, and that the Board of Education, as constituted at present, is t responsible for the creation of those defects. Further, in fairness to many of the present members of the Board, it must be stated that they have been aware of the existence of conditions as set forth in this report and have tried to remedy thorn. Those efforts have, however, for one reason or ather met with little encouragement and success in the past.
