Stetson offered the following Resolution, which was adopted without dissent: - Resolved, That the President designate a Committee of Seven to inquire into the case of Franklin W. Smith, a member of the Government of this Board, lately convicted of fraud against the Government of the United States, by a Court-martial at Charlestown. At the Regular Meeting, Monday, June 5, 1865, Mr. William B. Spooner, Chairman of the Committee, submitted the following Report; which, on motion of Mr. J.
