LM317 DC-DC Step Down Voltage Regulator 2V-40V To 1.2V-37V

A buck converter (step-down converter) is a DC-to-DC power converter which steps down voltage (while stepping up current) from its input (supply) to its output (load).
The unit I bought had the SAME current on both 16V input and 4V output, which makes it a VOLTAGE REGULATOR, not a BUCK CONVERTER. It should only have had ¼ of the current on the input with those voltages.
