Install Intel WiDi v4 for first connect

Finally find a laptop with 3rd gen i7, install the latest Intel graphic driver (win64_152824) & Intel ProSet/Wirelss Wifi Connection Utility v18.33.0. Then being able to connect to the Belkin ScreenCast box and saying there is a firmware update available. After updating the firmware, the box works with all the laptops now.
I do spend time on fixing this. Hope my experience could be helpful for your setup.
