And while the population of ffl's actively engaged in the business is much smaller, we don't have an effective way to focus upon that group. We have tried to use invative approaches to target those most likely to Violate criminal law, and in so doing have assisted in the fight against vio lent crime. Still, we have got to admit that our efforts will t pro vide the degree of effective regulation that I think we all want.
