He told me to try some things. Was immediately refunded and just a great guy! Would 100% do business again!

It's definitely carrier unlocked. :) Comes with an unlocked bootloader, though. If you're not into Custom Roms/not using Custom Roms. I *believe* you can re-lock it, if needed. You can do a quick search and find out how to re-lock it. It's easy. You have to install the Google Factory image that works for all carriers prior to re-locking. Sideload it and then you can re-lock. Seller can correct me on this if needed.

Went through the setup process and all functionality seems to work as expected I ended up having to return mine because I needing an OEM unlocked phone. The seller was very easy to talk to and processing the return was seamless. I would 100% buy from this seller again!
