The handles are terrific. The steel is ok --not super strong but ok at this price point. A light coat of oil will defer rusting is used in humid/wet areas. I think it is a super value, but understand that the quality, although good, is relative. Update Feb 2016: One of the metal handles actually broke. I only used it twice to rewire a lamp. Live and learn.

These look great, but they dont cut anything! See attached pic. Look close at edges. If they had an edge, these would be fine. I should have paid a couple bucks extra and got decent ones. DONT BUY THESE.

These are rather cheaply made. They do work, but require much more effort than pliers costing a little more. A good pair of wire cutters start at about $20.00 and up. So I would recommend them to someone on a tight budget, or maybe as a spare set, but not someone looking for a tool to last a lifetime.

Handles did not line up which was ok but also the cutting teeth did not line up, resulting in not being able to cut through thin wires and sheet metal. It just kinda crushes the metal without cutting all the way though it.. works fine for bigger things but I expect a cutter to work for everything even if its cheap.
