Stephen Lalor worked in the Irish civil service until his retirement in 2007. He received his Ph.D. from Trinity College, Dublin in 1991 for a thesis on policy making in the Irish civil service. Among his publications is The Annotated Constitution of Ireland (Dublin: Gill and Macmillan, 1995), [with J.Anthony Foley] and he has written a number of articles on public administration and related subjects for Irish journals.
