A steadily decreasing budget affects the quantity and type of purchases made each year by the U.S. Department of Defense. This results in increasingly less money allocated to the different services each year in order to accomplish their individual missions. We are constantly being asked to do more with less and to research better ways in which to conduct our activities in a more effective and efficient manner. While this trend is significantly affecting many areas of the Air Force, it is having an equally significant impact on the conduction of source selections. This thesis examines this issue and proposes a best value method to source selections that compares not only each offeror's proposal prices to one another, but examines other areas as well.
