Brand new and in the original packaging. Only downside was the hardware mounting packet did not have the machine thread screws. Lock nuts and washers included, but no screws. Nothing a quick trip to Ace and another $3 and some change couldn't remedy. A big plus was the multiple pre-drilled mounting holes, so this mount would work with brands other than Penn or Seahorse. Seller shipped quick. Am a very happy customer!
