Generell stellt sich hierbei die Frage, welche Auswirkungen das Aufkommen neuer globaler Akteure in sicherheitsrelevanten Bereichen - wie den europaischen Staaten unter dem Dach der EU im Segment der GNSS - auf die Machtverhaltnisse und Konfliktneigung des internationalen Systems hat. Mit dem europaischen GNSS GALILEO baut die EU in Kooperation mit der ESA ein direktes Konkurrenzsystem zu den bisher einzigen voll funktionsfahigen globalen Satellitennavigationssystemen - dem amerikanischen GPS und dem russischen GLONASS - auf. Wahrend GPS und GLONASS von Beginn an als militarische Systeme konzipiert wurden, was sich unter anderem in ihrer Kontrolle durch das jeweilige Verteidigungsministerium niederschlagt, rucken Fragen nach sicherheits- und verteidigungspolitischen Anwendungen des europaischen GNSS seit Programmbeginn immer wieder ins Zentrum des Diskurses. So haben weder die EU noch die ESA ein direktes politisches Mandat, ihre Raumfahrtpolitik in Bezug auf die gemeinsame Sicherheits- und Verteidigungspolitik (GSVP) der EU-Mitgliedsstaaten zu gestalten. Dies wirft angesichts des Potentials von GALILEO fur sicherheits- und verteidigungsrelevante Zwecke die Frage nach Moeglichkeiten der Koordination und Bundelung der Kompetenzen auf.
