This appears to be a scammer. Too-good-to-be-true buy it now price on a niche item (recently out of print book) with free shipping. Seller marked item as shipped without adding tracking info. Repeatedly made excuses, delaying the transaction. Issued a refund at the latest possible point. Item never arrived. Almost certainly they didn't have one and so never shipped one.
