    Mark spent a lot of time on the phone with me trying to get it working. The solution was to use the download from radio command in chirp to search one by one to find the com port. Try "com1", then com2, com3, etc until you find a com port that works. at that point, device mgr will then recognize and list the cable under com ports. It's weird, but it worked for me and now it's fine. thanks Mark!
