They would spin freely, and the power from the circuit would keep them spinning a bit, but was never enough to make the fans spin on their own. I'm guessing the voltage is mis-labeled on this product. Wound up repairing the original fan and putting it back in. Otherwise, arrived quickly and buying process was fine.
