The neutral rating is for the paint itself, which I used to paint a metal shelving unit. It was extremely thin and runny, it was difficult to apply the 2nd coat without lumps/ bits forming. Some parts have completely chipped off and others are still sticky (not wet/ not paint lifting) so items placed on the shelves lift up like Velcro. I am now in the process of stripping the whole thing to start again.
