I bought the xx15 from this merchant thinking I was getting the BT version, this is not the BT version.     Overbuilt, painted and powder coated. Very impressed.

    Wow. Overbuilt is an understatement. Super high quality. Extremely strong and durable. If you're trying to add a front license plate to a 3/4 inch screw pin anchor shackle bracket (aka D-ring bracket) then this is it. You won't be disappointed. Comes with all the hardware, rubber bushings, screws, nuts and bolts it needs. I used it to hold a Hot Wheels license plate for a parade. It's painted and powder coated so road salts and weather won't be a factor. The manufacturer thought of everything. Will likely outlast the car you install it on.
