PWM controller rates from 0% to 100%. Test on 12V DC supply - ranged from 0V to full 12V under a light load. How it performs under a heavy load is to be tested. So far, I am pleased with the performance. The three LED display is a rough approximation of the output voltage as a percentage of the full input. A DC voltmeter across the output will give you a more accurate reading.
