It's stamped as 350w on the hub, and top speed on level ground indicates 40kph, but is 28kph.( checked by gps). One can only assume it's a theoretical maximum power, and the speedo is waaaaaay out. Given that, if you buy knowing it's a 350w motor, and top speed is only 28kph, then you have a good quality budget scooter. I've tested 3 of these, and all are the same power and speed. 350w/28kph.
