USPS said it was delivered, but I never received it. I am not able to do a claim since I am not the shipper and the seller said it can't help me file a claim but for me to contact USPS directly? Guess I'm out of $60, oh well.

The situation is unfortunate, however you contacted me two weeks after your package was delivered. I fulfilled my end of the order. The shipper is unable to file a missing parcel when it shows it was delivered two weeks ago. You (being the recipient) however can file a claim. Call your local Post Office (or walk-in) and ask for the GPS location scan information. This information is available for every package delivered.
Also checking with the neighbors may help.
