The powerboard has plastic rattling inside, prob from drilling holes to mount it. They are factory assembled that way, they don't drill holes in the board at all. We purchased just over 500 of these from the manufacturer and use most of them in our own Comms & AV installations. They do everything a rack mounted powerboard should, complete with the correct rating, surge protection & warranty.
