Shipping issues did occur but were likely an innocent situation on the seller's part. The package was deemed a "letter" by the USPS and they advised me there was postage due on my end. The seller sorted it out on their end. This appears to be a one-off situation but is the reason I couldn't rate the shipping parameters as 5 out of 5. This should not limit anyone's future dealings with this eBay seller. I am simply documenting my reasons for the ratings I gave.

Item is just as described. Nice to have in the car "just in case" or to "help out a fellow EV owner" who may be stranded at a DCFC site. Either way, I don't need them right now. But better to have them and not need them than to need them and not have them! Only one small negative in a giant sea of positive! The shipping and handling cost is steep!
