Seller shipped a boxed toy in a polybag, one of 2 things happened, either the playmobil box was already damaged and not shown in the listing pictures, or it was damaged in shipping due to absolutely no protection. I would expect this from an Amazon seller, but not an Ebay seller with over 1000 feedback. This seller also has PSA graded cards listed, so they know that condition matters to people. Sellers solution was for the buyer to file a claim with the post office. No one wants to do that.
