It is non functional. Misleading advertising. I do this for living. The panel was in brand new condition as it was never installed. Nonetheless, I have tested the panel myself. I plugged it to a working treadmill and made sure it worked before I shipped it out. I am willing to test it again if you are willing to cover the shipment both ways. Also, hire another technician.
