El 25 de enero de 1999, un terremoto de 6,2 en la escala de ritcher y con epicentro en el municipio de Pijao (en el departamento del Quindio) sacudio el eje cafetero colombiano. Armenia, la capital del Departamento, fue la poblacion mas afectada. Para enfrentarlo la Presidencia de la Republica conformo el Fondo para la Reconstruccion del Eje Cafetero -FOREC- que con una metodologia sugerida por el BID, delegaba el proceso de reconstruccion en ONG's. Aqui se analiza un caso de ese proceso, en el cual confluyeron la logica del modelo y las inconformidades de los damnificados, en una tension en ocasiones mediada y otras alimentada por una ONG conformada, entre otros, por ex integrantes del M-19 (el grupo guerrillero colombiano que firmo acuerdos de paz en 1990) cuyos objetivos, mas alla de la restitucion de las viviendas y los barrios, propugnaban por la reivindicacion de los mas desfavorecidos como ciudadanos. Asi, ese caso se convierte en una excusa para analizar el proceso de reconfiguracion territorial a partir de los discursos, la ideologia y las tensiones politicas emanadas o provocadas por esa ONG y que propiciaron la fundacion del barrio Ciudadela Simon Bolivar.
