Der Autor untersucht daher die Chancen eines Menschenrechts auf Energie. Als Ausgangspunkt dient ihm der Internationale Pakt uber wirtschaftliche, soziale und kulturelle Rechte. Im Wege der Interpretation leitet der Autor aus Art. 11 Abs. 1 ICESCR ein Recht auf Zugang zu Grundversorgung mit Energie ab. Indem der Autor zudem den wesentlichen Beitrag des Ausschusses fur wirtschaftliche, soziale und kulturelle Rechte hervorhebt, ebnet er den Weg fur eine endgultige Anerkennung und Durchsetzung des Rechts.
