I tried many times to correct my issue with the seller.
The item was listed at $25 free shipping
His last counter offer was$20,
I counter offered $15 and he accepted it and at the same time he changed the billing and charged my credit card $25, ten $ for shipping claiming that it cost him $12 to ship the item and he didn’t care and I have to dispute it with eBay.

This buyer can not file a claim with eBay because he is lying. All our sales are using the eBay automated system. WE can not change the shipping after he agrees to purchase. Same with payment all automated by eBay. This buyer is using feed back to threaten and ask for $
