Sellers don't set the shipping cost, only the type of shipping service. The cost is determined by eBay. Priority legal-size envelopes are chosen for comics for the flat rate and for protection from being stuffed in a mailbox. This was expensive for you because you bought 1 comic but the price would've been the same if bought 8. If you ever want a cheaper shipping service you should reach out to the seller before purchase and they will usually work with you on an alternative shipping method.
