Installed new diaphragm and oiler still didn't work, found out that the check ball was not moving fast enough, cleaned out the check valve with brake cleaner and then the new diaphragm made the difference, so I needed both to get the oiler to start working correctly, so yes the new diaphragm was needed to fix the problem!
