After glueing front wheels together works great now

So the Train was listed as a Non Runner and the fault explained, ( the motor ran but the drive slipped ).
You can see from the feedback the buyer left, they fixed the problem and they state the Train now runs great.
Yet they still left Neutral Feedback.
I asked them to revise feedback and explain, they refused both.
What is going on ? they got exactly what was listed.
