No problem at all with the seller. The product was the problem. It was pretty much what I wanted EXCEPT it's unusable because whilst the stem is the correct dimensions to insert into the frame, it's impossible to insert the handlebar stem into the adapter because the diameter is too small. (this can easily be demonstrated by the fact that the angled-nut supplied with the riser could not be inserted into the top of the riser - which shows that the diameter of the flared section is too small)
