Identification of the issues involved in contracting out housing management functions and the likely costs, benefits and problems that would arise from the introduction of compulsory competitive tendering is the central theme in this publication. Data was collected through a series of interviews with local authority associations, key housing associations, directors of housing and chief housing officers. Using this data, assessment of the likelihood of the emergence of a market in the provision of housing management functions is made. Advice on measures by which such a market could be encouraged are given in the concluding sections.
