Being of foreign birth, a German, I was fortunately free from a personal bias which might have made an impartial treat ment of the subject difficult. By making exclusive use of the statistical method and giving in every instance a concise tabular statement of the facts, I believe that I have made it entirely possible for my readers to arrive at their own conclusions, irrespective of the deductions that I have made.
