This new book shows that arms control agreements reflect, rather than affect, relations between parties. It focuses on the example of the Treaty on Conventional Armed Forces in Europe (CFE) which codified military parity between NATO and the Soviet-led Warsaw Treaty Organisation (WTO) in November 1990. While the CFE reflected the status quo at the end of the Cold War, the benefits were short lived for Russia with the collapse of the WTO and the Soviet Union in 1991. The author shows that the other state parties have worked hard to adjust and adapt the treaty to meet Russian concerns about its new weakness relative to NATO, but that issues such as NATO enlargement, the Chechen independence movement and increasingly aggressive US-led military operations have complicated Russian acceptance of CFE limits.
