A saga of an international arms trader - Mikolov Saskolov and his new partner G.D. Manning continue their business of trading arms around the globe much to the displeasure of the F.B.I. and the A.T.F... Agent Robert Taylor of the F.B.I. and his partner Jim Reylds, and Agent Flann of the A.T.F. have had surveillance on G.D. Manning, and have tracked him to Libya, Pakistan, and Mexico but have t been able to find proof that they were making transactions of trading arms. Agent Flann had tified Interpol and the governments of Libya and Pakistan, but again, they had t found G.D. Manning to be meeting any subversive elements in any of the countries. The Agencies were determined to t let the case go, but Agent Taylor had told Agent Flann that they would have to drop the investigation of G.D. Manning, but he left the door open to possibly picking up the case again at a later date if the A.T.F. should be able to come up with something of substance regarding G.D. Manning's activities.
