In the post Second World War security environment, Europe was presented with two key challenges - collective defence against the Soviet threat and integration to foster economic recovery. The collective answer was the Western European Union, an organization that aided the development of the security-focused NATO and the economically focused EU. Rohan highlights how WEU's role over time has changed, whilst illuminating the causes of tension between states as they seek to ensure their security. This life-span analysis of the WEU serves to demonstrate the organisation's essential and consistent nature: identifying key areas of tension and the means of satisfying them through the development of function. Rohan concludes that WEU has played a central, if understated and largely unacknowledged, role in the maintenance and adaptation of the European security order.
