    Item was new open box as described, although there were a few markings on the outside of binder and it was shipped in a garbage bag inside the box. Not the best. Aside from that the slots don't hold top loaders which was my reason for purchase. For 70$ should have been way "newer" and shipped with better care. Returns accepted which is reason for my positive feedback.
