I haven't recieved the card. I wasted my money, 0 understanding, I contacted him since I realized that the status said delivered but it isn't...., the seller wasn't able to reach an agreement with me....and eBay service is even worse.....

It was marked as delivered. You had it delivered to a 3rd party for export. I do not ship out of the states and do not use ebay international shipping. Told you reach out to the company you had it delivered to as it is on them at that point.
