Cheep want a be plastic cutters.
I thought I was purchasing the large metal cookie cutters from Wilton with the plastic grip around the top. I was disappointed to get small plastic cutters instead.

when you buy a "new" product it should be complete and ready to install.
These hand guards are great, however they have no mounts to attach them. So in order for them to be useful, you have to make or buy some kind of mounts to attach them to the handlebars.
