  Used PayPal to buy item on Nov 1. By Nov 7, I could see no movement relative to shipping & requested cancellation of the order. Vendor refused cancellation. Ebay required me to wait until Nov 14 for fulfillment. I tried to contact vendor via email several times without any response of any kind. On Nov 14, I asked Ebay for a refund since nothing had happened with the order. Ebay required me to wait another week before issuing me a refund. Ebay gave me the refund promptly on Nov 21.
