Yes, it has the Klingon decals, too.
Just wanted to mention for those of you wondering if the decal sheet includes the Klingon markings as well as the Romulan, yes it does. It isn't made clear on the box and in most descriptions that I have read. Overall, a very nice kit typical of the Polar Lights 1:1000 Star Trek Series.
