ECM runs fan before engine starts

The ECM was sent turns on the radiator fan when cranking the starter. I tried putting in the prom from the other ECM with the same result. The fan should not come on unless the car is at operating temperature or the GM code reader is plugged into socket under the dash. I previously had a used ECM from Mirrock Corvette a few years ago and it was plug and play. The ECM I bought on eBay is defective because it turns in the cooling fan before the engine is running, making it even more difficult to start, although the ECM looks OK.
