My 1999 Pajero air dam

I received the air dam in due course. The entire purchase, build, shipping process was superb and first class. The actual item was beautifully packaged and arrived unmarked. The build quality is very very good The only thing I noticed was a hole on the underside of the air dam ? It looks like a drilling, but not certain Is this hole, that also has the gel coat missing slightly from around the drilling, meant to be there ? Is it a drain hole ?
