It's just a tool bag. There is no tool kit as in the description.
Empty tool bag. It's an ok price for the tool bag. Not a great price. The description says tool set in multiple places. This is probably just a bunch of lazy cut and pasting going on but make no mistake there is no tool set.

New or like new
These don't really wear out. They usually just get out of adjustment or installed improperly and get damaged. The door will not work right without it. If your going to tear the door apart have all the suspected parts ahead of time.
