You Get What You Pay For

You pay $40 for a neck, and you get a $40 neck. Frets needed leveling, ends had sprout, fretboard not level and couldn't be made level using truss rod, placed on a neck jig and heat adjusted, but nothing really changed it from being a $40 neck. I knew what I was getting into when I bought it, and so should you.
