People like this who prey on the fact that most people will turn a blind eye on scams because eBay's system is designed to be obtuse/one-sided disgust me. As far as I'm concerned they owe me and everyone else they've messed with for the delays on my restoration projects/having to deal with eBay's customer service.

Contacted eBay to get a refund. No apologies whatsoever. Only positive was the price. Unfortunately, I do not recommend this seller.
