Somethings wrong with the bio

I bought this tablet to use in tech school. In order to use it I need to upgrade to Windows 8.1. The problem is that I can't get the upgrade to work when I start it in windows, and it won't let me boot from USB because the bios won't let me enable it. Other than that, it's in good condition and has windows 7 64 bit pro that runs smoothly.
