Fan appeared to be DOA (Dead On Arrival)
Actually, when I powered it up, it did not operate. So it was DOA. It was, in every way, identical to the original that was installed by the factory in my iBoot device, so it was an "identical replacement". But unfortunately it was already failed.
The only possible other option would be if it is internally thermostatically controlled, and the device wasn't warm enough to make it operate. I do not believe this to be the case. I would expect the circuit board in the iBoot to call for cooling when it reached a certain temperature, if there is even any temperature control in effect.
I applied 5 volts DC to the fan and it did not turn. I applied 5 volts DC to the fan I was replacing (because it had become noisy), and it did turn.

Just what I needed for our Schwinn Scooter
I was so pleased to see the same exact size, and the same terminal type as what I was replacing. These are for our Schwinn electric scooter, and I think they will work out great.
